the UK has the perfect opportunity to implement a 21st century approach to digital identity – as a means of personal empowerment rather than state or corporate control https://t.co/kUFhunyFc9 #Identity#DigitalIdentity@ComputerWeekly
Reading government digital updates and blog posts fills me with despair. 6 month discoveries, 'empathy' 'its not about technology.' We didn't build any software but were so user centred.'
so @thetimes (£) is now reporting that Dominic Cummings wants "COBRA style committees" to replace the standard Cabinet committees. Ministers and officials would attend and work together on projects, This would be modelled on the way no deal prep was done..
Both @paul_shetler (article) and @swardley (thread) spot on. Alas I fear a lot of the behaviour is driven by the funding models of gov and subsequent layers bureaucracy.
Never backwards in coming forward. I'm a big fan of @paul_shetler and echo many of his thoughts! See you in London soon eh Paul 😉😉
The UK civil service is broken and needs reform to deliver true digital government https://t.co/U8gQnXQVak
"government has become so deeply deskilled that it produces shallow leadership. The “leaders” it produces flit between agencies with next to zero understanding of the policy questions or operational issues affecting the people they have come to lead."
H/T to @paul_shetler
Why government services fail
@paul_shetler says “we must reverse the general trend of outsourcing decision-making. Ideally, it should purge the armies of well-paid generalists, who are incapable of making a single decision without first sending a cheque to McKinsey or Deloitte.
“The opportunities opened by machine learning, robotics, and even 1990s technologies, such as straight-through processing, were never even considered, as GDS adopted the mantra “digital is about people, not technology”.”
By me. On the Cummings memo. https://t.co/kHKmmACnq9
Excellent reading and so true... I always wonder what would be people's reactions if they were aware and fully understood what's being raised here, what we've seen, what we've fought... No more articles @paul_shetler I want the book!
“To quote Paul Shetler there is “no overall architecture, no clear ideas of the role of the centre and the department/agencies in delivery, no cross-governmental user journeys, no portfolio management ... no standardised approaches to funding.”” https://t.co/6oxXEoQdrW
The UK civil service is broken and needs reform to deliver true digital government:
Dominic Cummings has attracted criticism for his plans to overhaul Whitehall culture, but former government digital chief @paul_shetler reckons he is absolutely right:

@TheGoldenCARR0T Yes I saw that here and in the UK and imo it leads to a hollowing-out of capability and dependence outside parties for knowledge that should reside within the public sector. Hard to imagine Amazon not having people who understand supply chains and finance.
“Within government, digital transformation often means delivering basic services (such as paying your TV licence online) rather than harnessing the opportunities offered by cloud computing, big data and AI.”
Sad but true. Excellent article. https://t.co/51FrujAO9h
I think gov agencies have some people who can do delivery but the problem is "upstairs", with the directors and execs managing by spreadsheet without proper understanding of delivery
Some of the comments are entertaining. No, we really don’t need more “social scientists”. But we definitely could use more computer scientists. A radical upgrading of the civil service’s tech, data, design and delivery skills is essential.
"...the changes, set to begin in the spring, after the UK’s due date for leaving the EU, would end the “merry-go-round” of officials changing jobs every 18 months."
This is an excellent ambition. The culture of "generalism" in the civil service must end.
