Ethical discernment cannot be limited to asking whether we are using a system for good or bad purposes. Delighted to have contributed Chapter 8 - “Taxation of Upstream Oil and Gas and Implications of Carbon Levies” - together with Thomas Benninger in the new @IMFNews volume Taxation in the Middle East and North Africa: Prospects & Possibilities.
Our chapter explores a defining question for MENA producers: How can oil & gas exporters remain competitive in a decarbonising world while hydrocarbons continue to underpin revenues, exports, and economic development?
One of the central arguments we highlight is that carbon taxation may actually make more sense in hydrocarbon-exporting economies than is commonly assumed.
In the future, competitiveness will depend not only on production costs, but increasingly on carbon intensity. Emissions matter as much as barrels.
