Let's take the most extreme case: the US Presidential Helicopter Fleet managed by the Marine Corps, HMX-1 (The call sign when the US President is on board: Marine One).
Until a few years ago, the entire fleet of 21 or so helicopters had an average life of 30 years (with regular refurbishment).
In 1999, a decision was made to replace the VH-3D Sea Kings and VH-60N helicopters which made up the fleet. A contract was awarded to a consortium led by Lockheed Martin to handle the switchover. Squabbling over specs, as is the US Military's way, led to a cancellation of the order in 2009.
By the time the program was resurrected, Lockheed Martin had a totally refreshed safety-performance criteria. Look at the attached image cards.
Some of the new (unclassified!) capabilities included:
- Engine burst containment
- Lightning strike capability
- Flaw tolerance across rotor & multiple modules
- Bird strike capability
- etc.
Customised accessories include:
- the latest in anti missile tech
- Machine gun evasion
- multiple sensor redundancies
- layered-armoured plating
- Advanced TCAS
- Latest generation radar and situational awareness software etc etc.
The only thing missing, I guess, is full stealth capability.
In short, the performance spectrum is near infinite. The best in class safety standard in 2019 when the new fleet was unveiled was FAA FAR part 29. The standard was significantly exceeded. So, where to stake a reasonable expectation for an African country?
That is where practicality comes in. Each of the new VH-92A helicopters acquired for the US Presidential Helicopter Fleet costs ~$90 million. I doubt it would be sensible to acquire something at that price for Ghana.
It took a decade of national debate in the US to settle on the cost of the replacement fleet (in the Obama era, John McCain agreed with Obama that the original cost proposals, which were verging on the cost of Air Force One itself, were obscene forcing a rethink). A lot of thought went into balancing the ideal versus the practical even in fabulously rich America.
My fear is that in Ghana we lack the collective mental energy and culture to drill down to such specifics and perform the analysis needed for such balancing.
So, I'm really not sure that a decision on setting VVIP transport safety criteria would benefit from any clear and thoughtful policy guidance. That's just my experience, sorry.
