When the city provided me the emails I linked in this story, they left out a specific email.

I knew they did, and asked multiple times for it to be provided. After all, it was a responsive record to my request. They never did.

Now I have it. Why did they withhold this email?

@andreasrva The finance department been taking advantage of citizens too, not just businesses. For example assessing and refusing to waive penalties when their online processing software makes errors. They are abusing their authority with predatory practices.
