بإقرار مجلس النواب اللبناني اليوم قانون إلغاء عقوبة الإعدام، تعترف الدولة اللبنانية، للمرة الأولى بهذا الوضوح، بأن حياة الفرد تسمو على سلطتها في سلبها، وبأن الدولة، حتى وهي تحتكر حق ممارسة القوة، يجب أن تقف عند الحدّ الذي تبدأ عنده حياة الإنسان.

إلغاء عقوبة الإعدام ليس مجرّد تعديل في قانون العقوبات، بل هو موقف أخلاقي وسياسي: اعتراف بأن العدالة لا تتحقق بالقتل، وأن الدولة التي يفترض أن تحمي المجتمع لا يمكنها أن تجعل من إنهاء حياة إنسان أداةً من أدواتها. هو انتصار لفكرة أن حياة الإنسان، وكرامته، وحقه في الوجود، لا تسقط حتى عندما يدان بأشد الجرائم.

لكن تمجيد حياة الفرد لا يجب أن يتوقف عند الامتناع عن قتله.

إذا كانت الحياة حقًا أعلى، فعلى الدولة أن تحمي شروط هذه الحياة أيضًا: الحق في الطبابة والرعاية الصحية، وفي التعليم، وفي السكن، وفي الضمان الاجتماعي، وفي العمل والأجر العادل، وفي مستوى معيشي لائق يحفظ كرامة الإنسان. فالحق في الحياة لا يعني فقط ألّا تقتل الدولة مواطنيها، بل أن تعمل أيضًا كي لا يقتلهم الفقر، والمرض، والإهمال، والحرمان.

إلغاء عقوبة الإعدام خطوة نحو دولة ترى الإنسان غايةً لا وسيلة، وترى كرامته حدًا لا يجوز للسلطة تجاوزه.

هذا يوم تاريخي للبنان، ونأمل أن يكون بداية لمسار أوسع يجعل من حياة الإنسان وكرامته أساسًا لكل سياسة وتشريع.
