Article 80 of our Constitution disqualifies persons who owe allegiance to another country from serving as Members of Parliament, later alone Ministers and questions of allegiance have historically arisen in relation to holders of dual citizenship seeking high public office.
Given the strategic nature of the office you have been appointed to lead....Ministry of Internal Affairs, which oversees citizenship, immigration, national identification, and internal security—the prudent course for you would be to present a Certificate of Renunciation of Canadian Citizenship issued by the Canadian authorities, together with proof of Ugandan citizenship simple.
This is not unusual internationally. Other Countries like AustraliaDr. Muganga is a Ugandan by birth whose commitment to Uganda has never been in doubt. However, public office is governed by law, not sentiment.

As we commemorate the faith, courage, and sacrifice of the Uganda Martyrs, I extend my heartfelt congratulations to H.E. President Yoweri Kaguta Museveni upon the appointment of the new Cabinet and to all Ministers who successfully passed the parliamentary vetting process.
I particularly congratulate Hon. Henry Musasizi on his appointment as Minister of Finance, Planning and Economic Development, Hon. Cissy Mulondo as Minister of State for General Duties, Hon. On this Uganda Martyrs Day, I join fellow Ugandans in commemorating the faith, courage, and sacrifice of the Uganda Martyrs whose legacy continues to inspire our nation.
I also take this opportunity to commend Muhoozi Kainerugaba for his leadership and commitment to strengthening the Uganda People's Defence Forces. Under his stewardship, the UPDF continues to uphold its mandate of safeguarding Uganda's sovereignty, security, and stability.
As we reflect on the values of service, patriotism, and sacrifice exemplified by the Martyrs, we also recognize the dedication of the men and women in uniform who continue to serve our nation.
