It was Pakistan's brilliant narrative building for decades that they removed Jammu (Hindu/Sikh dominant) & Ladakh (Buddhist/Shia dominant) from the popular discussion.
The world's focus was always going to end up on ''What the people want'' and by making Kashmir the dominant party in the debate, it quickly became what the Sunni Muslims of the Kashmir Valley want rather than the whole of the princely state of J&K. The plight of Dogras, Buddhists, Shias and nomadic tribes of Gilgit/Chitral was put to one side. Today, you go and ask any westerner, even those from a journalistic background, they will know what the Kashmir issue is more or less, but hardly a minority of them will know what Jammu & Ladakh stand for.
Having said all this? Do you know another clever narrative building that Pakistan is doing these days? It is appropriating & claiming inheritance of the Indus Valley Civilisation. The videos of Pakistani weddings adopting aarti, mehndi, haldi & diyas, Lahore changing names like Islampura back to Krishna Nagar, holding Kathak programmes in Pindi, asking for Buddhist artefacts to be returned to Pakistan and renaming their provinces to Gandhara, Ravi & Sutlej.
They know the next 10-15 years are going to be about the water of IWT. They not only want to be seen as the natural heirs of IVC but also continue to enjoy the waters of the eastern rivers like Ravi, Sutlej & Beas. This clever narrative building is advance preparation from them & as usual the Indian side is sleeping. We will happily make fun of their double standards & how they struggle with their identity but just like the Kashmir narrative - they are the ones setting the tone & will have an upper hand if we do not wake up to this issue soon.
It is because POJK is essentially Pakistan occupied Jammu. And the languages spoken in POJ are languages spoken in the Jammu region..mainly variants of Dogri - Pahari-Potwhari and Gojri with some Hindko and Kashmiri thrown in.
Ethnicities who have been originally living there are predominantly Paharis and Dogras who are converted and call themselves “Muslim Rajputs”. Then there are also Gujjars with a minority of Shina and Hindko speakers. Kashmiris are restricted to the Neelam valley in this Pahari-Dogra dominated POJK.
That is why it’s misleading when the region is referred to as POK instead of POJK.
