New research in #JAERE evaluates a 2001 Pennsylvania βοΈ coal mining reform.
They find it increased the probability of a median mine shutting down by 14β15%.

But not all mines responded equally β exit was driven by mines with prior violations. The policy screened out the worst polluters first. βοΈ
One catch: mines stopped producing faster, but didn't clean up any sooner. Exit and cleanup are two different problems. β οΈ
