Overwatch was allowed to have more variety in designs when it was paid because they were selling the game and maybe loot boxes (since you could earn everything by playing)

Now they need to sell the character skins so every new hero design has to be super safe

It's funny that Rammatra, Junker Queen, and Mauga have such great designs even though they're “new” characters, because they were clearly designed during the time of the game's first version too.
