Texas has over 30 million people and they have a simliar arrangement as Utah. County governments handle the tabs and registration fees. Texas Drivers Licenses are handled by the DPS (State Police). Despite calling it a DMV - the only thing the DMV there does is the complex things like trucks and commercial vehicles.

Maybe California should look to Texas for inspiration regarding those vehicles.
