Govt re-opened school for small children from primary class after 2 years and holding exam for tiny tots

I can't understand this concept
They need time to come back to normal school days
They want to meet friends
RTE talks about promoting them

Due to 2nd wave of Covid-19 last year students were not able to attend offline classes properly. syllabus are completed in scurry and most of the education was conducted in online mode. Due to which students concept was not cleared.
