@SpireJim 3bn may end up in the pockets of officials (1.5bn line ministry, 1.5bn KCCA), 1.5bn should pay salaries and fees of contractors, and 1.5bn buys materials and fuel for the actual work. The four-quarters formula is operational in all poor and corrupt countries.
