@general_proton Blender's 2D Grease Pencil is the closest thing to Flash atm and it's free. Simple to mark keyframes, split things and animate them separately. It's all still in a 3D space, so you may "break" stuff out and cast shadows among other stuff if you want. Tweening is also there.
