Companies like NYAV Post, Bang Zoom, and Sound Cadence Studios would do terrific work dubbing these.

@xangbar@TruiOnTwitch Given my own disabilities mean I can't enjoy streams that have chat overlays among others, I had been teaching people to use the @Twitch highlighter tool to permanently archive VODs as Twitch never deleted chat replay either. So this news is terrible for accessibility.
