12 September - women are warned not to walk or run alone.

I keep thinking about the space between a pattern becoming visible and authorities deciding it is serious enough to warn the public.

Because precaution doesn’t require certainty. That’s quite literally the point of precaution.

So when does protecting the public become urgent: when danger is reasonably suspected, or when enough women have been harmed to prove the suspicion?

And who carries the cost of waiting for certainty?
