A delegation of the Jammu & Kashmir Vocational Trainers Welfare Association, led by President Lone Jeelani @lonejeelanii, met with the esteemed members of the 8th Central Pay Commission in Srinagar. The meeting was highly positive, and the delegation presented the core concerns and demands of Vocational Trainers.

​The esteemed members of the Commission greatly appreciated the vital grassroots role played by Vocational Trainers in realizing the vision of Honorable PM Narendra Modi Ji's @narendramodi #SkillIndia mission. Working tirelessly on the frontlines, Vocational Trainers equip students with employable skills and industry-oriented education. The delegation highlighted the numerous challenges faced by Vocational Trainers despite their significant contributions to the nation's skill development mission, emphasizing the urgent need to integrate the cadre into the mainstream education system in line with the objectives of NEP 2020 and the recommendations of the 2026 NITI Aayog @NITIAayog Roadmap for School Education.

​We are deeply grateful to the Honorable 8th Central Pay Commission @8thpaycommision for granting us this audience. This marks a historic milestone for Vocational Trainers across India; for the first time, our concerns have been placed formally before the highest pay policy body in the country. During this high-level session, we made it absolutely clear to the Honorable Commission that this is not merely a state-level grievance, it is a national policy crisis that demands a central policy solution. We proudly voiced the plight of Vocational Trainers across India, presenting the stark contrast between our exceptional grassroots-level success and years of administrative stagnation. We brought to the forefront the severe hardships of serving since 2016 on a rigid, frozen consolidated salary with zero increments, no standard allowances such as DA and HRA, highly restrictive leave rules, and a complete absence of vital social security benefits, pensions, or death benefits for our families.

​We strongly emphasized that for national vocational education reforms to succeed, the system must support a stable, motivated, and professionally secure workforce. This position is further reinforced by the official recommendations of Chief Education Officers (CEOs) and Directors within our own department.

​The esteemed members of the Commission gave a patient hearing to all the issues raised. They expressed overwhelming agreement with the concerns and structural demands presented by our delegation, providing 100% positive feedback across the board. Our unified voice was heard loud and clear at the highest policy level, bringing immense hope to thousands of families who have dedicated their prime professional years to shaping the future of India's youth.

​A massive and heartfelt thank you to all the esteemed members of the Commission for an exceptionally encouraging, supportive and historic hearing.

EID IS COMING, BUT OUR SALARIES ARE STILL PENDING

​With the holy festival of Eid just days away, thousands of Vocational Trainers across J&K are left empty-handed. While the world prepares to celebrate, we are left begging the system for our own hard-earned meager salaries.

​This is not a one-time delay. Since 2016, Vocational Trainers have repeatedly suffered the same financial distress. Despite clear #MoU guidelines and repeated orders and directions issued by Samagra Shiksha and the Labour Commissioner due to persistent violations, #VTPs continue to disregard payment mandates and fail to release salaries by the 5th of every month. Ironically, despite violating conditions and directives time and again, they still continue to dictate terms as though they are above accountability. Alas!

​Despite rendering more than a decade of dedicated service to the Education Department, Vocational Teachers continue to work without job security, a clear policy framework, or basic service benefits and allowances. The real implementation of skill education has always depended upon the commitment and efforts of ground-level Vocational Teachers. In contrast, #VTPs have failed to demonstrate any meaningful contribution to strengthening the system. Their repeated inability to ensure timely salary disbursement reflects a long-standing pattern of inefficiency, raising serious questions about their relevance and role in vocational education.

​We earnestly request our Honorable CM @OmarAbdullah @CM_JnK and Honorable MoE @sakinaitoo to step in, hold these failing #VTPs accountable and RELEASE OUR PENDING SALARIES IMMEDIATELY so our families can celebrate Eid with basic dignity.

Today, a delegation of Vocational Trainers, led by President Lone Jeelani, had the honour of welcoming the new Director School Education Kashmir, Worthy Nasser Ahmad Wani (JKAS).

What impressed us the most was his deep understanding of vocational education, the strength of our trades, the good work taking place across schools, and above all his clear awareness of the long standing challenges faced by Vocational Trainers since 2016. Meeting a leader who already recognises our ground realities gives us genuine confidence.

His humble, generous and down-to-earth nature made the interaction truly meaningful. He listened with sincerity, acknowledged our concerns, and shared a thoughtful vision for elevating vocational education even further.

We firmly believe that under his leadership, vocational education in J&K will continue moving forward with purpose, building on the strong trades already functioning well, supporting the excellent work that Vocational Trainers deliver every day, and further enriching skill development for students.
Our greatest hope is that this positive momentum will finally extend to resolving the long pending concerns of Vocational Trainers, who have remained committed despite years of uncertainty.

A new beginning. A renewed hope.
A brighter path ahead for vocational education and for every Vocational Trainer who has stood strong since 2016.

Vocational Education in J&K Needs Reform — Not Rejection

The Assembly yesterday rejected the bill introduced by Hon’ble MLA Balwant Singh Mankotia @BalwantMankotia which sought to make vocational and skill education compulsory in Jammu and Kashmir.

While we truly appreciate the MLA’s vision to make youth skilled and self-reliant, it is important to note that 15 vocational trades were already introduced in 2016 under the Centrally Sponsored Scheme – #SamagraShiksha, covering 1,350 High and Higher Secondary Schools across the Union Territory.

In Classes 9th & 10th, vocational subjects are offered as optional, while in Classes 11th & 12th, they are taught as compulsory subjects.

Unfortunately, despite serving diligently since 2016, Vocational Trainers/Teachers continue to be left mercilessly at the mercy of private companies that have turned vocational education into a commercial venture, siphoning off public funds in the name of “Management Costs” running into crores of rupees every year.

We, the Vocational Trainers of Jammu & Kashmir, earnestly urge the Hon’ble Chief Minister @OmarAbdullah, Education Minister @sakinaitoo, and all Hon’ble MLAs to take serious note of this matter and initiate comprehensive reforms in the vocational education system — in alignment with the National Education Policy (NEP) 2020 and the progressive steps already adopted by several other States and UTs.

Vocational trainers deserve recognition, respect, and regularization — not neglect.
