In Flatbush Brooklyn, the one neighborhood with a TNR non profit, the cat pop has drastically reduced over the years via TNR. There is no immediate fix. Even if you “cull” people will still dump new cats and kittens every day

@Jess_inthewild I agree that a lot of this would certainly help, but the city hardly funds affordable care and the enforcement aspect of this plan will be almost impossible. We don’t have nearly enough adoptive homes to get cats off the street & we have to beg the city for scraps to fund any s/n
