Al-Shabaab Targeting Humanitarian Workers

Intelligence sources indicate that Al-Shabaab has deployed members of its Amniyaat intelligence and security apparatus to various regions with orders to target humanitarian workers and aid personnel operating in Somalia and neighbouring countries.

According to the intelligence, the group aims to intimidate and pressure humanitarian organisations into delivering aid to areas under its control, where Al-Shabaab would seek to dictate the distribution process and impose itself as the de facto gatekeeper and beneficiary of humanitarian assistance.

The intelligence further suggests that the campaign is primarily driven by financial motives, with the group seeking to exploit humanitarian operations as a source of revenue. By creating an environment of fear, coercion, and insecurity, Al-Shabaab is attempting to force aid agencies into compliance with its demands and strengthen its control over humanitarian access in areas under its influence.
