The authorities are always careless. They get handsome HRA and so they get accommodation on rent this they least bothered for others. This is the problem at most of the stations.

There is a difference between "CONSULTATION" and "Concurrence". Under consultation, we may or may not follow the advice whereas we can't override CONCURRENCE

So @cbic_india please give OTR

No rule prescribed that OTR in EA should be sent to @DoPTGoI for approval, then why we have sent there?

In case of OTR in insp, only consultation of #UPSC is required, no approval is required in that case also.
