It’s all about the fact that many convinced us otherwise but now we know the kids are there. You can take the throne and have your king. Lt. Herbert Matanda Mabonga: An Extortionate Fugitive Running From Military Justice OR a Hero With a Cause?

Afande Chris Magezi has issued a strongly worded statement refuting videos and written statements flying around social media, with a former military intelligence officer, Lt. Herbert Matanda Mabonga, alleging torture and abductions on the part of @MODVA_UPDF, the institution that Afande Magezi speaks for. (See Frame 1)

I don’t know whether it is what he meant or not but this statement by Afande Chris Magezi communicates a few things, to wit:

1-That Lt Mabonga was indeed an intelligence officer attached to the Chieftaincy of Defense Intelligence and Security until recently in April 2026.

He was relatively junior but not too junior in rank.

That puts him in a unique position of linking with the relatively higher-ups and the low ranking officers.

It also means, he could run some errands for his superiors while also transmitting their orders to the juniors.

Officers from that rank up to Colonel are like the mid-level managers of institutions; the ones that know where operational skeletons are buried.

That revelation lends credibility to Lt Mabonga more than it discredits him. He was there. Whether what he says is accurate is a completely different debate but what’s not in doubt, per the Mary spokesman, is that Lt Mabonga was part of the thing of which he speaks.

2-That upon transfer, Lt. Mabonga chose to not show up for duty at his new station.

Now, this is a bit of a mixed bag.

You might remember that some time back, disgraced Military General, Maj Gen James Birungi, was yanked from his leadership position at CMI, circa April 2025, thrown in the same mountain division Lt Mabonga was transferred to (April 2026), then quickly dispatched to Burundi as a Military attaché.

He was later arrested and charged for all manner of things, including treachery.

He was accused of planting bombs that killed civilians, just so he could create the impression of insecurity and get his budget increased.

He’s still facing these charges in the Military Court. (See Frames 2 and 3)

What Afande Magezi’s statement doesn’t say is that Lt Mabonga served in the institution that Maj Gen. Birungi led.

Was he therefore, a major part of these nefarious activities or are these among the activities he says he wrote numerous dossiers about that then got him a promised meeting with @KagutaMuseveni, which meeting never materialized?

It also got him sent on a “mini-vacation” to this alleged basement in Entebbe from where he wrote love letters to some prisoners like Mr Muwanga Kivumbi.

Are these some of the activities Afande Magezi refers to as criminal activities, including “extorting funds from business groups and individuals in Kampala”?

Was Lt Mabonga ever sanctioned for these alleged crimes or was the transfer to mountain division all the “punishment” he was gonna get?

Was this merely an afterthought on the part of Afande Magezi and his bosses after they realized the junior military officer had gone rogue? We can’t know, for now.

But what we do know is they haven’t really brought evidence to refute the authenticity of the videos shared, save for blanket statements calling them forgeries.

3-The statement indeed backs up Lt Mabonga’s statements that he deserted. The reasons differ. The military considered his absence at his new posting an act of going AWOL then later upgraded it to desertion; a crime in the military.

The penalty for that, depending on aggravating factors can go up to life in prison and even death. (See Frame 4)

Now, over here in our own dungeon, we can’t quite say as to who is speaking the full truth and who is spinning. Only time will tell.

But we hope some modicum of peace, order and respect for human rights reigns; for the sake of the occupants of UG, this part of the rock (earth)-that we all love and call home.
