Some Hispanics who voted him said they didnt take him literally on mass deportation, thought they were nuts, now i see their reasoning. In a, illegal entry listed with fraud as 3rd part criminalizes entry but in b, it explicitly places entry as civil in lieu of criminal penalties. Feds interpret it as civil bc entering illegally isnt as straightforward as code.
