Members of the House should stop using parliamentary courtesy as reason to be less critical on the OP and OVP. Just admit that you don't want to offend the powers-that-be to protect your "pork barrel"! NAKAKASUKA!!!

Parliamentary courtesy is just a tradition; and traditions can be changed anytime especially if it does not serve the public interest. It has no constitutional or jurisprudential basis. The Congress' mandate is to protect the public coffers and they can only do that

if their members can fully scrutinize the proposed budget of the OP and the OVP. Mas matimbang na pala ngayon ang parliamentary courtesy kaysa sa constitutional priciples of checks and balances and public accountabilty.
