@ansukhera Whats difficult is balance between number of provinces and the cost of running too many govs.

Solution: join 2 divisions into a province.
Don't jump into create all provinces at once. Carve out one province at a time from existing one. Current 4 provinces become 8 in phase 1.

It gets rid of ethnic basis of provinces,solves a huge problem!

Reduces hold of a few political families on electoral process.

A chief minister of a smaller unit has to perform for rural areas, can't hide behind Metros in Lahore
