At the 5th Anniversary Commemoration of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), I reflected on the bottlenecks the Commission faced when the Renewed Hope Administration came into office.
@NUPRCofficial was then only two years old, and my guiding conviction was clear: the Commission would not be judged by the number of regulations implemented, but by the number of businesses enabled. Five years on, it can look back with significant achievements.
Nigeria holds vast crude oil reserves, estimated at over 37 billion barrels, but reserves left underground can not translate into jobs, revenue, investment, or development. This is why we have continued to enable businesses, unlock investment, and make the petroleum sector more competitive under the leadership of President Bola Ahmed Tinubu.
I commend NUPRC for its work and urge the Commission to keep the fire burning: unlock more barrels, enable more businesses, accelerate investment, and leverage Nigeria’s strategic location to attract greater capital into our country.

Sen. Lokpobiri addresses guests at the 5th Anniversary of the @NUPRCofficial, highlighting milestones in drilling, production, investment, and the growth of Nigeria’s upstream sector.
When Government supports industry growth through a conducive operating environment, clear policy direction, strategic incentives, and effective institutional support, indigenous firms thrive, creating jobs, strengthening economic growth, and driving industry development.
Sahara Group, as a proudly indigenous firm operating in Nigeria’s petroleum sector, has consistently demonstrated the value of local enterprise through sustained expansion and global reach. As one of our exports to the world, we celebrate the Group on its 30th anniversary of service, growth, and impact.
We are proud of Sahara Group’s remarkable success story and its contribution to Nigeria’s economic development. We will continue to support Sahara Group and other indigenous firms with the capacity to grow, innovate, create opportunities, and contribute meaningfully to Nigeria’s prosperity.

Africa Energy Bank (AEB) presents a historic opportunity to advance Africa’s energy security, and unlock greater economic prosperity for Nigeria and Nigerians. I commend the Nigerian institutional shareholders for their foresight and investment in this landmark African institution.
At the inaugural meeting of the Forum of Nigerian Institutional Shareholders in the AEB, I emphasized Nigeria’s strategic position in the Bank, as its largest shareholder Member Country and host of its headquarters. I highlighted the need for our institutional shareholders to advance Nigeria’s national interests within the Bank’s decision-making structures.
I urged the representatives of our five institutional shareholders to maintain close coordination, develop common positions ahead of the Bank’s General Meetings, and ensure that Nigeria derives commensurate value from its investment and significant contribution to the establishment of the AEB.

Nigeria remains firmly committed to driving investment into its petroleum sector, which continues to offer significant opportunities and the prospect of profitability for investors across the value chain.
In my speech at the celebration of Tenaris Global Services Nigeria Ltd’s 25th anniversary in Nigeria, I emphasized the importance of industrial investment, local content, and strategic energy partnerships in driving national development.
I commended Tenaris for its sustained commitment to Nigeria, including the successful completion of the Bonga North coating campaign and the commissioning of its new five-layer thermal insulation plant.
These milestones demonstrate how sustained private investment can create jobs, develop Nigerian skills, strengthen domestic suppliers, and retain greater value within our economy.
I also encouraged deeper collaboration, training, and supplier development to ensure that Nigeria’s petroleum sector remains competitive and capable of meeting the demands of the evolving energy future.

Every chapter of our journey has added to the transformation of our dear State, moving us from greatness to even greater possibilities. On behalf of my family, I felicitate with His Excellency, President Bola Ahmed Tinubu, GCFR, the management and staff of the Ministry of Petroleum Resources, and Nigerians as a whole, as we celebrate the 66th anniversary of our Independence as a nation.
For 66 years, Nigeria has passed through different stages of growth and weathered numerous turbulences, emerging stronger and more resilient across various sectors of our national life. Remarkably, the petroleum sector has remained a vital pillar of our economy, continually evolving to create greater opportunities and value for our nation.
Under the #RenewedHope Administration of President Bola Ahmed Tinubu, GCFR, the petroleum sector continues to attract investments across the upstream, midstream and downstream value chains, strengthening production, refining, energy security and economic value creation.
As we mark this historic milestone, I celebrate our resilience, our shared aspirations, and our commitment to building a stronger, more prosperous Nigeria. May our nation continue to rise, thrive, and fulfill its immense potential. Happy Independence Anniversary, Nigeria!

A week of purposeful engagements, with a key highlight being my appearance on Channels Television’s Politics Today, where I shared insights on the gains of President Bola Ahmed Tinubu’s reforms in our oil and gas sector and the opportunities they are creating for increased investment and sustainable growth.
Beyond the studio, the week continued with meetings, engagements, and conversations focused on turning opportunities into tangible progress and ensuring that Nigeria’s vast oil and gas potential translates into greater investment and value for the nation.

While the Government is making efforts, through the NNPC, to rehabilitate our national refineries, it is worthy of note that the #RenewedHope administration of President Bola Ahmed Tinubu has removed bureaucratic bottlenecks around refinery licensing, with new private refineries now being licensed.
It is pertinent, however, to recognize the nature of crude oil as a global commodity; therefore, increased refining capacity does not, by itself, translate to independent pricing. Granted, the competition it will drive will invariably create market forces that can influence prices in the interest of Nigerians.
Government has introduced incentives and reforms that are unlocking investments. We have seen commitments including Ubeta ($550 million), Bonga North ($5 billion), Shell’s HI development ($2 billion) and the recently signed AMNI/TotalEnergies JV IMA Project ($600 million), with further investments emerging.
