डिनायल पॉलिसी' के तहत अंग्रेज सैनिक इस इलाके के गांवों में जाकर लोगों के घरों से अतिरिक्त चावल और नाव जब्त करने लगे।
इस पॉलिसी के पीछे अंग्रेजों की सोच थी कि जापानी नौसैनिक अगर ब्रिटिश गवर्मेंट से लड़ने के लिए भारत पहुंचते हैं तो उन्हें खाने के लिए कुछ भी नहीं मिल पाए।

दूसरी ओर, हज़ारों अंग्रेज़ सैनिक कलकत्ता पहुँच रहे थे। उनके खाने-पीने के लिए बड़ी मात्रा में अनाज की ज़रूरत थी। अंग्रेज़ सैनिकों को खाद्यान्न की कमी न हो, इसके लिए ब्रिटिश सरकार ने एक नीति बनाई जिसके तहत सैन्य छावनियों और शहरों में अनाज की आपूर्ति की जाती थी।

इसकी वजह से बंगाल के गांवों में अनाज की कमी पड़ गई। गांवों में भूख से मरने वालों की संख्या तेजी से बढ़ने लगी। सरकारी गोदामों में अनाज की कमी न हो, इसके लिए पुलिस लोगों के घरों से चावल जब्त कर ले जाने लगी। इस समय चावल का दाम लगभग आठ और दस गुना तक बढ गया। गांवों के बाजारों में चावल पूरी तरह से खत्म हो गए। कोलकाता, ढाका की सड़कें कंकालों से भर गई थीं. इंसानी ढांचे जो कई दिन से भूखे थे और सिर्फ़ मरने के लिए ही बंगाल के कस्बों और शहरों में पहुंचे थे." परिणाम ये हुआ कि कलकत्ता की सड़कों, पूर्वी बंगाल के गांवों और खेतों में इंसानी लाशें दिखाई देने लगीं। भुखमरी से उस समय हालात इतने खराब थे कि इतिहासकार माइक डेविस ने अपनी पुस्तक 'लेट विक्टोरियन होलोकॉस्ट' में बंगाल में भूख से मर रहे लोगों की तुलना नाजी शिविरों और हिरोशिमा और नागासाकी में परमाणु बमों से मरने वालों से की थी। (4/8)
