@jasonfherring Why not just have two walk-in lines? One for first doses, which gets priority. The other line for second doses for when there isn't anyone in line for a first dose.
Otherwise <200 out of 6000 is extremely inefficient.

Regardless, it's probably a cost effective way to increase vaccine rates, and it's not really gambling. They don't have to put money down to win; it's more like a reward for doing your part. 🙂
