I haven't looked up the old transport Canada HFR website lately but it used to have all the details. It was a very competitive process

@BigObstacles of course, avoid cotton. Costco up here usually has a synthetic base layer that would work good, can't remember brand, sorry

@BigObstacles legs I usually have something fairly thin, maybe just a compression pant. Top I would go with a base layer meant for skiing
