This seems to be caused by those programs using the font Segoe UI Symbol (seguisym.ttf) instead of the normal Segoe UI Emoji (seguiemj.ttf). I wonder if you could revert this change by making seguisym.ttf be a copy of or symlink to seguiemj.ttf.

By customizing the region/culture with intl.cpl, you can make the system clock format AM and PM as 🅰️ and 🅿️ in Windows 11. However, these glyphs render as fallback rectangles in Windows 10 and presumably earlier versions.
