Authored by Sen. Bam Aquino, the bill was earlier identified as a 𝘱𝘳𝘪𝘰𝘳𝘪𝘵𝘺 𝘮𝘦𝘢𝘴𝘶𝘳𝘦 during a Legislative-Executive Development Advisory Council (LEDAC) meeting under President Ferdinand R. Marcos Jr., reflecting alignment between the legislative and executive branches as it moved through final deliberation.

𝗪𝗵𝘆 𝘁𝗵𝗶𝘀 𝗺𝗮𝘁𝘁𝗲𝗿𝘀 𝘁𝗼 𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼𝘀: laws like the CADENA Act are designed to make public systems easier to track, easier to audit, and harder to abuse. More reliable records and more transparent processes help protect public funds and support better delivery of public services.

DBM Blockchain Process with Prismo, Lumen, and Polygon

The Department of Budget and Management (DBM) uses a hybrid blockchain approach to secure budget releases and financial documents.

Process Flow:
• Document Creation – DBM’s internal ERP and financial systems generate SAROs, NCAs, and other budget documents.
• Integration via Lumen – Documents pass through Lumen Blockchain-as-a-Service, which bridges DBM’s systems to blockchain infrastructure.
• Prismo Accountability Layer – Data is classified by Prismo:
• Sensitive/private data → stored in DBM private nodes (for internal access).
• Public/audit data → marked as headers and sent to public blockchains.
• Minting on Polygon – Public records are anchored on Polygon PoS for immutability and citizen verifiability.
• Validator Network – Independent validators (NGOs, academe, civil society, etc.) confirm integrity of minted records.
• Citizen Verification – Public-facing data on Polygon can be checked by anyone for authenticity.
• Immutable Audit Trail – The combined system ensures records cannot be altered, providing permanent accountability.
