NARD TICS: The Journey Thus Far..

It is not over, until it is over

Good evening Distinguished NARDites

I greet you Militantly,

The National Executive Council of the Nigerian Association of Resident Doctors has resolved to Suspend the ongoing Total, Indefinite and Comprehensive Strike action.

After a series of Conciliatory Meetings with the Federal Government, a Memorandum of Understanding has been signed detailing where the state of the 19-point demand of NARD stands.

The outstanding issues at the stage of
implementation are as follows:

A. Promotion Arrears: Compilation hasn’t been completed by CMDs/MDs and as such deadline for payment is in 4 weeks.
B. Salary Arrears: Deadline for payment has been agreed at 4 weeks.
C. Specialist Allowance: OHCSF has issued a clear direction on this. NSIWC to take appropriate action with a view to implementation.
D. Lokoja 5: Committee report recommended reabsorption back into FTH Lokoja to be fully implemented within 2 weeks.

Observations From the MOU signed between NARD and Government:

The MOU as signed is summarily posited as below:

1. NARD is in the process of completing the processes of the failed payments/omissions on the 25/35% and Accoutrement Allowance for NARDites for payment
2. List of Residents for upgrade are currently being awaited from centre leaders to ensure proper completion of the upgrade processes.
3. ⁠The PAT has been released.
4. ⁠Skipping/Entry Level issue has been resolved with a clear directive from OHCSF.
5. ⁠HO issues have been resolved.
6. ⁠The Directive on stopping all obnoxious clauses for Locum has been issued to CMDs/MDs in the interim.
7. ⁠The advisory on limiting call duties and ensuring breaks in between calls has been sent to CMDs/MDs in the interim.
8. ⁠The Committees for LOCUM and WORK HOUR REGULATION (4. and 5. above) are to each take two months to produce a working policy moving forward.
9. ⁠CBA is to continue as soon as possible.
10. ⁠Consultant Cadre for other Health Professionals to be discussed during (7.) above.
11. ⁠Special pensions committee to resume its sittings.

The NEC in its wisdom looked at the issues as above and decided it is better to suspend the TICS for four weeks to allow room and show this uncommon gesture while we follow up implementation.

Progress has been made, significantly. This is simply because of the efforts and convictions of NARDites across the country.

Mistakes have also been made, kindly rest those mistakes solely on my shoulders as President.

My next task as President is to use this four weeks window carved out by the NEC (in good faith) to ensure that we once again take our case to Nigerians and the Federal Government.

Failure to ensure the full implementation of the above A, B, C, D, will mean the lifting of the suspension on the strike action by NEC and the resumption of TICS.

As we deliberate these issues, remain resolute and full of sincerity of purpose. We will continue to win.

The Countdown for the Four Weeks shall start on Monday. It shall be a daily reminder to Nigerians and the Federal Government to adequately use this ‘four weeks window’ justly and fully.

RESPECT THE MESSAGE, AND NECESSARILY THE MESSENGER

NO ONE IS INFALLIBLE

Permit me to observe all possible protocol, with due respect, all due diligence and all due recognition.

Dear Distinguished and Esteemed NARDites,

Much has been said and made about the methodology the Nigerian Association of Resident Doctors (NARD) adopted in pressing home this current agitation in the last two months.

Much has also been made of the character, attitude, demeanor and intentions of members of NARD—From the National Officers to the National Executive Council, from the President to the Members of NARD.

These assertions range from subtle (and obvious) intimidations, misrepresentations, miscommunications, missed communications and even outright misunderstandings and misinformation. This even includes calling into question the love for our jobs, profession, patients, constituted authority and even the nation.

Harsh and unprintable names, adjectives and pronouns have been used to describe all of us under the umbrella of NARD.

However, a few facts are unyieldingly undisputed, undiluted, uncontested and undeniable.

First, the genuineness of the agitation, the injustices therein, the need to resolve them, the ‘welfarism’ nature of them and the importance of all of it in ensuring effective patient care is clear to all.

Second, the resolve of members of NARD remains unshakable, unencumbered, unstoppable and uncompromising.

Third, the chronic nature of these demands, the acute on chronic exacerbations precipitating them and the damage it has caused for the country is crystal clear.

Fourth, the seriousness of the issues, the urgency needed in ensuring they are fixed for the long term, the courage of NARDites to ensure they are fixed is not in doubt. The debate thus far has acknowledged this.

NARD is yet to see any conversation, interaction or conciliation that has taken away the above facts from the table.

This is why this message from NARDites across Nigeria is very loud and clear.

This is why this message has resonated even outside the boundaries of NARD.

The old saying "do not throw the baby away with the bath water" crystallizes another old saying of "don’t shoot the message, shoot the messenger"

Permit me to call on all our Dear and Distinguished NARDites across the country and all the opponents and proponents of this current agitation to avoid the tactic of shooting both the message and messenger.

Even if Government does it, and it has done that quite obviously, do not descend to that level.

Doing so loses the essence of the message, opens the struggle up for ridicule and allows the argument to change to ‘these boys lack respect’

Remember fellow NARDites, these agitations aren’t a ‘ward round’. Even though some would love for it to be so. It is where some want the debate to go to. It is the only way these types of people know to engage with NARD and NARDites.

I therefore call on all of us in NARD and those outside NARD that support us in our hour of need to steer clear of the temptation to answer these negative descriptions attached to NARD and it’s genuine agitation.

Dear NARDites, person wey report case to police first no mean say e go win the case, But in this case, na we report fes and na we come dey win the case.

Victory at the end, is enough. Victory at the end, should be enough. Victory at the end, must be enough without yielding to unnecessary digressions, distractions and disillusions. This will only lead to distortions, disappointments and disasters.

STEER CLEAR OF ORAL MISGIVINGS THAT FURTHER DILUTES OUR ANAEMIA

For over a month now ,NARD has been warning about striking and giving daily updates while hoping the government would act before things fall apart. The NARD that we all know will never rush to strike. They give every chance for dialogue and what have they received in return? Silence. Not even the decency of acknowledgment. It is as if doctors lives don’t matter and the collapse of the healthcare system are background noise to those in power.

The Nigerian Medical Association(NMA) that should stand as the backbone of doctors in this country has instead become notorious for doing the exact opposite. There are strong rumours that they are already courting the leadership of the health ministry. At every critical moment when doctors need solidarity, the NMA suddenly goes missing .No statement, no stance, no spine. They wait quietly in the shadows and the moment NARD exercises its right to strike, they suddenly reappear calling themselves “Medical Elders” with well ironed suits and heading for courtesy visits and photo ops with the presidency or health ministry not to fight for doctors but to sabotage those who dared to demand dignity.This has become a pattern so predictable.This has happened too often for it to be a coincidence. It is a betrayal and history will remember it as such.

And the public has been silent too untill the strike begins. Then suddenly everyone becomes a moral authority. “What about the Hippocratic Oath?”As if that oath means doctors must suffer in silence and die of hunger. As if being a doctor means you stop being human. As if doctors don’t have families, pay rent, experience inflation or work burnout. Nobody remembers any of that until they need a doctor at 2am in a hospital with no light, no equipment and a salary unpaid for months.

All NARD is doing is demanding fair pay, safe working conditions and functional hospitals. This is not selfish. It is survival. You cannot pour from an empty cup and Nigerian doctors have been pouring from cracked and bleeding hands for too long.

If the NMA will not stand for doctors, it should at least step out of the way and stop standing against them.
History will remember who spoke up and who stayed silent. Who fought for better healthcare and who chose access, politics and proximity to power over people.

Doctors are are not sacrificial lambs. They are human beings asking for what any reasonable society should have given them without a fight.

Distinguished NARDites,

Ladies and Gentlemen,

29 days ago, you gave this National Officers Committee (NOC) the Mandate to lead our noble association. Along with that mandate, you also handed us a second mandate of a 30-Day Ultimatum to the Federal Government on our demands.

I am happy to report to you that the NOC has carried out that second Mandate as best as we can (with grace and confidence).

Today, after a 5-Hour Extra-Ordinary National Executive Council Meeting, the Members of NEC have issued out new marching orders to us once again.

The NEC has unanimously directed us to declare a TOTAL, COMPREHENSIVE AND INDEFINITE STRIKE ACTION to commence on Friday 31st October 2025 at 11:59pm.

We have reported to NEC and NEC has decided. The NOC will carry out this directive to its latter and in full compliance.

The NEC has marshaled out Minimum Demands, Strike Monitoring directives, No Work No Pay/No Pay No Work resolutions and all such other modalities and weapons needed for a successful execution of this ACTION.

NEC has also decided that centre Presidents and General Secretaries shall go back and call Emergency Congress Meetings to brief Members on the details there-in.

May I kindly say, some elements in the Government (and non-Governmental) have very evil and exploitative plans for Resident Doctors in this country. We shall collectively resist it.

Let us take the next 4+ working days to:-
1. Hand over patients.
2. ⁠Engage with Traditional/Religious/Community Leaders.
3. ⁠Engage the Nigerian Public and Press/Media
4. ⁠Countdown to our Strike Action.
5. ⁠Pray for our dear Country, Nigeria.
6. ⁠And, Hold our respective Congresses in compliance with NEC directives.

Let me make this call and appeal to all NARDites. Trust the process, believe in your leaders, engage with your leaders and remain resolute, don’t despair or loose hope. Count on the resolve of this NOC to get results.

Victory is certain.

If you have any blame to throw around, throw it on me as your President. If you have any praise to sing, sing it for all NARDites.

Engage with your Centre Leaders on the details of the NEC resolutions. A lot was discussed in 5 hours.

The Communique and Press Conference detailing this declaration and our demands shall be made available ASAP.

We make this solemn pledge that the NOC will be answerable only to the NEC of NARD.

A sad day again😔. Another Nigerian Dr Dead after 72hrs Call, despite complaints of being sick which was ignored and still made to work. 💔 How many more death to prove that @MDCNOfficial needs to Regulate Dr’s working hours??😭

Today, we mourn the death of a promising young doctor, Dr Femi. Loved by family and friends, failed by his home country Nigeria 💔. He was also said to have passed his PLAB exams and awaiting a job opportunity in the UK, until this sad event.

This is the sad situation of many Nigerian doctors, most of whom are alive but dying silently from overwork.

Here's the craziest part

As part of minimum wage adjustment, 40k was added to all doctors, from consultants to jnr residents but house officers were omitted and till today @MDCNOfficial hasn't explained why.
Now we're being owed salaries

Federal government or @MDCNOfficial (whoever is incharge) has refused to implement the new minimum wage for house officers whereas it has been implemented for interns in most hospitals.

That's to say that in some centers, house officers earns less than or equal to interns.
