What country is Cardano from? This question is more complex than it may seem. Here are some thoughts:
Firstly, according to the original crypto ethos, a blockchain should not have a leader or headquarters. Only Bitcoin meets this requirement, if we ignore Blockstream.
How can we say unequivocally whether a blockchain is US-based or not?
A blockchain should be decentralized, which concerns both the production of blocks and the management of the project, i.e., some entity that ensures the maintenance and development of the protocol.
Many permissionless blockchains do not have any entity controlling the production of blocks.
Cardano meets this requirement. Before the Genesis keys were burned, it could be argued that the three founding entities, i.e., IOG (IOHK), Cardano Foundation, and Emurgo, had some control over the protocol.
After the Plomin hard fork, new governance bodies will have control over the budget and roadmap: DReps, SPOs, and the Constitutional Committee.
Technically speaking, Cardano has no CEO. Instead, it has many DReps.
Charles Hoskinson is an American citizen. When he was invited to a hearing on cryptocurrencies in the US Congress, he was introduced as the CEO of IOG.
His American origin was clearly noted.
Let's not forget that Charles will likely be part of the team that will help the new US president's administration with cryptocurrencies.
Charles is the CEO of the for-profit company IOG. The original name was Input Output Hong Kong.
The company name changed to Input Output Global, which is headquartered in the US.
However, IOG is a global company employing people from all over the world.
The Cardano Foundation, a non-profit organization, is headquartered in Switzerland.
Emurgo is headquartered in Singapore but has three other branches.
Can Cardano be seen as a US-based project, or rather a Swiss project?
There is no clear answer.
This is a bad question because, as mentioned, blockchain is not supposed to have a headquarters.
There is no point in arguing whether IOG or the Cardano Foundation is more important for Cardano.
However, it can be argued that IOG, which is R&D, is an American company with an American CEO. So to some extent, it can be argued that Cardano is at least partially an American project.
The Cardano brand is owned by the Cardano Foundation. You could argue that CF is the entity responsible for Cardano.
Perhaps it is more accurate to say that Cardano has its roots in America, among other places, for example, Swiss.
It is said that if someone wanted to write a subpoena to Bitcoin, they would not find an address.
Nevertheless, people from the Bitcoin Foundation were invited for questioning in the past. There is always someone who can be contacted. Even Bitcoin has a team - the so-called Bitcoin Core.
If someone wanted to discuss anything with an official representative of Cardano, they would probably turn to IOG or the Cardano Foundation.
However, these entities will have very limited decision-making powers after the Plomin hard fork.
Any major decisions about the protocol will have to be approved by the new governance bodies.
There is no list of home addresses of all DReps anywhere. Cardano, therefore, does not have a home address.
Cardano is decentralized both in terms of block production and project management. Nevertheless, there are entities that can be contacted. One is based in Switzerland and the other in America.
That's probably the best conclusion I can come up with.

It looks like June will be the month that Cardano Node will reach 9.0. This means that Cardano is Chang fork ready and waiting for 70 percent of the SPOs to install the new node. Then, a hard fork can occur pushing Cardano into the Age of Voltaire.
It's the most significant milestone in the history of Cardano and for the industry as a whole. Cardano will be a decentralized civilization spanning the entire world with millions of residents. We'll have the most advanced blockchain governance system, annual budgets, a treasury, and the wisdom of our entire community to guide us.
It's been nearly ten years for some of us on this remarkable journey. I can't believe that in a single decade, we built a nation. I'm proud of all of you. Cardano gives me hope for our industry and the world. Let's spend the next decade making a big dent in the universe.
