No idea - I wasn't there. But I've learned to not jump to conclusions. Any federal law enforcement does something, especially to a local police officer, one must be skeptical. Federal law enforcement operates in DC unchecked, and given federal sentencing guidelines, the USAO can do whatever it wants with near impunity, and few risk fighting them.

Empower misleads its drivers, and downright defrauds its passengers - to say nothing of the public.
(2) Empower doesnt have that. So the drivers drive, and are completely unprotected. This is how they operate: they don't pay insurance, and so charge lower rates. And when a driver is in a crash, they throw up their hands and say "not our problem." So you, Susie Q Passenger, have no recovery at all - except to sue the Empower Driver...
(1). Uber (via Farmers) and Lyft (via StateFarm) carry the 1,000,000 in liability insurance, which is required to operate as a TNC, or transportation network company. You see, every car insurance policy contains a provision that says "if you drive for rideshare, this policy doesnt apply." So that rideshare coverage is ALL a person has.
@PenguinSix Certainly, criminals ignoring police officers are becoming a serious problem, and causing these incidents! However, pursuits still require training and proper command influence from supervisory officers. Command and control in most instances can be....lacking. Thanks OUC!
@babesandballers Those protocols have no impact on federal officers, as each federal agency creates its own. MPD rules don't effect USPP or USMS personnel.
