The government should be required to include footnotes in their policies. Look at the first sentence:

@cselley I have to believe at this point they include this as boilerplate language in all of their policies. This is such a generic word salad I'm certain you could reuse this text by just substituting whatever the topic du jour may be. Though, that only reinforces how performative it is.
