The CRTC mandated MVNOs. This thread was about the 2019 Policy Direction and how it was incorporated into 2021-130.
Also, I was paraphrasing your two additions to this thread, not the CRTC.

Don't forget, Jim, the Competition Bureau and the CRTC both concluded that there was market power and coordination happening here in Canada.
