E-Rate is supposed to get internet and tech into schools that serve low-income kids. Taxpayers fund it. In 2018, seven people tied to Orthodox Jewish schools in Rockland County pleaded guilty in a $14 million scheme.

They billed for equipment that never showed up, rigged the bidding, and took kickbacks. Some of them were still connected to applications years later.

Then in January 2026, consultant Richard Bernstein pleaded guilty to steering contracts for kickbacks while he kept filing paperwork.

Oliveira’s video walks through single-bid contracts priced two or three times what similar services cost elsewhere, shell companies that keep showing up, and a tight circle of vendors and consultants that almost exclusively serve these schools. He shows the filings on screen. He also went to the locations and asked questions on camera during business hours. A lot of people did not want to talk.

This money was meant for kids who need the internet for school. Instead parts of it appear to have gone into a closed network of vendors and consultants.

The FBI said the scam was especially brazen because the suspects requested technology funding for Hasidic religious schools where students are often banned from using the Internet, computers and any other kind of technology.
