In a press release by DIPR, the horrific killing of six innocent civilians-three women and three children is described as a "brutal" act carried out by an assumed "Kuki terrorists." The word "brutally" conjures images of excessive violence, amplifying the severity of the crime. It is a word that elicits outrage, revulsion, and a collective sense of victimhood for the Meitei community. The government's insistence on labeling the perpetrators as "Kuki terrorists" only reinforces the negative stereotype of the Kuki-Zomi-Hmar people as aggressors, painting them with a broad brush of terrorism. What are those Meiteis who killed over individuals from the Zo ethnic tribes (Kuki-Zomi-Hmar) that includes committing sexual violence and mutilation of bodies, who are now roaming freely with arms, supposed to be termed as?

However, when it comes to the murder of Nu Zosangkim, a Hmar woman, the press release takes a different approach. Her death is referred to as "reportedly killed," a term that undermines the certainty of her tragic end. The inclusion of the word "reportedly" introduces doubt and ambiguity, making her death seem less definite or severe. This is particularly perplexing considering there is video evidence implicating Meitei VBIGs and Arambai Tenggol in her killing. The deliberate downplaying of her death in comparison to the Meitei victims reveals a pattern of unequal recognition and empathy, with the Zo ethnic community's pain and suffering being minimised.

This language discrepancy is not just a matter of poorly chosen words; it reflects a broader, more troubling narrative about victimhood and justice in Manipur. By using emotionally charged terms like "brutally killed" for some and neutral terms like "reportedly killed" for others, is the state government signaling that the lives of some victims are more valuable or tragic than others based on their ethnicity? This creates a hierarchy of suffering, where Meitei victims receive a level of mourning and outrage that is not afforded to those from the Zo ethnic tribals.

This selective victimhood undermines the notion of justice, as it implies that only certain lives deserve recognition, while others are relegated to the periphery.

𝐖𝐡𝐲 𝐓𝐡𝐢𝐬 𝐌𝐚𝐭𝐭𝐞𝐫𝐬: 𝐓𝐡𝐞 𝐒𝐭𝐚𝐭𝐞-𝐒𝐩𝐨𝐧𝐬𝐨𝐫𝐞𝐝 𝐍𝐚𝐫𝐫𝐚𝐭𝐢𝐯𝐞

The consequences of this biased narrative extend far beyond language. The government's failure to acknowledge the video evidence implicating Arambai Tenggol and Meitei VBIGs in the death of Nu Zosangkim's Hmar, while simultaneously naming the alleged perpetrators in the Meitei victims' deaths, could indicate that it send a clear message on the state complicity in fueling the very divisions it claims to resolve.

This selective attribution of blame creates an environment where certain groups feel emboldened, while others are left to bear the brunt of biased and unjust state policies. The labelling such as "Kuki terrorists" used is not only a mischaracterization but also a dangerous tool for advancing propaganda. It seeks to delegitimize the fight for justice and self-preservation, while simultaneously inciting further violence against them.

The reluctance to name Meitei extremists responsible for the violence, even when clear evidence is available, fosters a culture of impunity for one community. This imbalance in accountability reinforces the perception that the state selectively defends one group while sacrificing the safety and dignity of others. This imbalance is precisely why many in the Zo ethnic community, and beyond, are labeling the violence against them as state-sponsored. By failing to act impartially, the government is enabling these acts of violence to continue with little fear of reprisal.

A fair and impartial approach would have recognized Nu Zosangkim's death in the same way as the Meitei victims: with certainty, dignity, and the acknowledgment of those responsible. The language used in the press release should have been neutral, focusing on the facts of the incident and condemning violence from all sides equally.

2. An outrageous claim has been made by several media houses that 11 Kuki militants were neutralized. In a conflict-torn state where the security forces are unreliable to protect your own kin and kind, young men have been armed to safeguard their territory. Are they militants?

3. If there was any sort of counter-insurgency operation carried out by the CRPF, why wasn’t it directed at the perpetrators of the November 7 incident, where the entire village of Zairawn was burnt, but rather at Kuki volunteers heading out to protect their defenseless families?

4. The CRPF is bound by strict regulations for any operation to be conducted, and this is an evident case of extrajudicial killing. If so, who gave such orders?

5. Earlier, Robin Mangang (PRO of Arambai Tenggol) congratulated the newly appointed OC of Jiribam, S. Ibotombi Sagapam Meitei, naming him a ‘personal friend’ with whom he’d closely worked.
