What the government announced today (Tuesday 2 June) is not a screening programme for Black men. It’s an expansion of a research trial.
A landmark prostate cancer screening trial will be expanded so that for the first time, all eligible Black men will be invited to take part.  The government is putting over £20 million into expanding the TRANSFORM trial, with the aim of building the evidence base on which screening strategy works best for the group at highest risk.
There is no new screening programme for anyone yet.
Last week the UK National Screening Committee made its final recommendation, and it recommended against screening all men using the PSA blood test, saying it is likely to cause more harm than good.  The only actual screening it endorsed is targeted at men with BRCA2 genetic mutations, who will be tested every two years between the ages of 45 and 61 if they have a family history of breast, ovarian, pancreatic or prostate cancers.  That group is defined by genetics, not race.
Black men were specifically not recommended for routine screening. The committee recommended against screening other at-risk groups, including Black men, citing ongoing uncertainty about whether screening would cause more harm than good.  The committee’s position was that the data it reviewed had too many gaps to justify a programme.
So today’s announcement is the government’s response to that gap. Rather than launching screening for Black men, it is funding research to find out whether screening would help them. The move recognises that Black men face a higher risk of prostate cancer and aims to build the evidence needed to find the best screening strategy and tackle long-standing inequalities. 
Why Black men and not white men in the trial expansion?
The epidemiology. Around 1 in 4 Black men in the UK will be diagnosed with prostate cancer — twice the rate of white men.  Black African, Caribbean and Black British men are also around 2.5 times more likely to die from the disease than white men.  The trial is being expanded to include them precisely because they are the group at highest risk and the group on whom the evidence is currently thinnest.
So to correct the premise directly: the government has not announced cancer screening for Black men. It has declined to screen them (for now), and instead funded a trial to gather the evidence that might justify screening later — while the only confirmed new screening goes to a genetically-defined high-risk group regardless of race.
