False, the council of Nicaea was used to set the foundation and beliefs for what it means to be a Christian, aka the Nicene Creed. Key councils that affirmed the scriptural canon include the Council of Rome (382), Synod of Hippo (393), Councils of Carthage (397, 419), and finally the Council of Trent (1546).
There is no convection or active cooling mechanisms in a vacuum, so we would have to rely on black body radiation which would require large deployable surface areas.
