PERFECT SCAM: New York City bodegas are allegedly operating as "EBT ATMs" for organized fraud rings — stocked with years-old expired food and skimming devices hidden behind registers, according to a fraud expert who joined the Secret Service on a recent operation.

A three-day sweep across Brooklyn, the Bronx and Queens in June uncovered 35 illegal skimming devices and prevented an estimated $36.5 million in fraud. LexisNexis Risk Solutions CEO Haywood Talcove says multiple stores on the same block exist not to sell food, but to traffic EBT cards — taking money from families who actually need it.

Talcove says the scheme extends far beyond New York City. Tens of thousands of stores participating in the SNAP program nationwide allegedly fit the pattern, including a laundromat pretending to be a grocery store and a West Coast strip club accepting EBT benefits.
