As we strive to develop our Marine and Blue Economy, having recognized that SHIP is the primary driver, I've rolled up this analysis to see where we stand in our quest to make SHIPS available to drive our maritime development.

Suppose one purchased a ship worth $10,000,000.00 (Ten Million United States Dollars).

Custom Duty:
Value $10,000,000 @N1627:166 to $1
Value in Naira will be  = N16,271,660,000
(a) Value N16,271,660,000
(b) Duty 5% of (a) N813,583,000
(C) Surch.7% of (b) N56,950,810
(d) CISS 1% of (a) N162,716,600
(e) ETLS 0.5% of (a)N81,358,300
(f) VAT 7.5% of (a+b+c+d+e) #1,303,970,153:25

Therefore, total duty payable is N2,418,578,863.25 ($1,486,526)

Technically, the duty is now 14% of the value of the ship, bringing your cost without an interest loan to $11.4m. I have yet to see this model in any maritime space except Nigeria - my research may be limited, though.

One of the critical costs is OPEX, for which 100% of parts are imported at varying duties, from 10% to 30% customs duty. This means the Nigerian shipowner will automatically need help to comply with SOLAS and MLC2006 regulations.

Interestingly, the vessel's operational cost to the owner only decreases by about 10% if it is not employed (laid up).

We may also need to ask how marketable a vessel under the Nigerian Flag is in terms of being attractive or competitive in other markets outside Nigeria.

The Oil and Gas market, which is the number one employer of ships (service boats), cannot guarantee 12 calendar months of employment for Nigerian Flag Vessels. So, what are the alternatives for owners already burdened with this situation?
