City Council Speaker Julie Menin joined "The Rush Hour" to discuss Wednesday's committee hearing on banning horse-drawn carriages in Central Park.
The council is considering Romanch's Law, which is named for an 18-year-old tourist from India who was killed last month when he was thrown from a runaway carriage after the horse was spooked.
"This really is the proverbial straw that broke the camel's back," Menin said. "It is time that we transition away from this industry. We have to remember, we're at a very different time in Central Park. Millions and millions of people come to Central Park. It is a very crowded area, and the horse carriages are operating in a very narrow space. There have been, now, too many incidents."

Council Speaker Julie Menin told NY1’s @AnnikaPergament she believes the City Council has enough votes to pass Romanch’s Law, which would phase out and eventually ban horse-drawn carriages.
“We can reach an agreement where we can transition out of this industry,” the speaker said. “At the same time, we can protect the workers.”
Last month, 18-year-old Romanch Mahajan was killed after he was thrown from a horse-drawn carriage in Central Park.
While there is nothing we can do to change the tragedy of his death, passing a law to transition away from horse-drawn carriages is one way to keep his blessed memory alive.
