Remember this? Last August, after blocking ๐ซ the bill to create the California American Freedmen Affairs Agency which would have helped California residents verify that they were descendants of people who were emancipated from American Chattel Slavery, the California Legislative Black @CABlackCaucus publicly committed (in writing ๐๐ฟ) to reintroduce the bill in 2025.
Well, it's 2025, and the deadline to introduce bills this year is just 7 days away (Friday, Feb 21st). And, so far, there is no bill.
So, after publicly committing to reintroduce the bill, after over 100 people recently showed up to the Capitol in person to advocate for the bill, after California voters recently sent in over 15,000 emails ๐ง supporting the bill, after dozens of organizations recently showed their support for the bill, the question is:
Is the California Legislative Black Caucus going to break their commitment to their own people?
And, if so, what are you/we going to do about it?

100+ #Reparations advocates and supporters w/27+ orgs came to the #Sacramento Capitol this week for our inaugural #California Reparations Education and Advocacy Day (R.E.A.D) @cjecofficial and the FIRST EVER Reparations lobby day in California HISTORY!!!
Altogether, we visited the offices of almost ALL of the 120 CA Senators & Assemblymembers, urging them to introduce or support 2025 Reparations bills including:
1. A state agency to verify Reparations eligibility (lineage-based).
2. A Reparations Fund in the state Treasury.
3. Funding for Reparations in the 2025 Budget.
4. Direct monetary (cash) payments.
5. Restitution and compensation for stolen property.

***Statement in Response to the Veto by Governor @GavinNewsom of Reparations-related Bill SB-1050***
We are deeply disappointed with Governor Gavin Newsomโs decision to veto SB-1050, a pivotal bipartisan bill that would have provided restitution and compensation for Black American families whose properties were unjustly taken through state-sanctioned actions. The decision is yet another example of political leaders paying lip service to Reparative justice while cowering in the face of true Reparative action.
SB-1050 was approved by the California legislature with over 70 votes in the state Assembly and over 37 votes in the state Senate. Therefore, we also call for the state legislature to pass legislation overruling Governor Newsomโs decision.
This veto is a setback for Reparative justice, and it is deeply troubling that it was, in part, a result of the California Legislative Black Caucus @CABlackCaucus recently blocking another bill crucial to SB-1050's implementation (SB-1403).
SB-1050 was not just a bill; it was a lifeline to families who have suffered generational harm due to wrongful property seizures. The veto sends a message that the state is unwilling to confront the full breadth of its historical injustices. The families affected by these actions deserve restitution, and the failure to pass this bill is an injustice in itself.
This moment highlights a broader failure of political leadership. This was a historic opportunity, and political maneuvering has delayed justice once again. The blocking of essential companion legislation by members of the California Legislative Black Caucus has only compounded the damage. We will not, however, be deterred from our mission to achieve Reparations and Reparative Justice.
Instead, we will redouble our efforts. The fight for Reparations and justice for Black American Californians is far from over, and we will continue to press forward. @cjecofficial

Recent comments by Governor @GavinNewsom concerning #Reparations bills #SB1403 and #SB1331 are insulting to Black Americans across the state of California and the nation. His tone-deaf comments are yet another example of deficient political leadership on the issue of Reparations.
It is Governor Gavin Newsom who owes Black Americans an apology. But an apology is not enough. Governor Newsom and the state of California owe Black Americans Reparations. Not racial equity bills disguised as Reparations, like the bills @CABlackCaucus members introduced at the start of 2024 and now on his desk. Not universal programs for everyone. Reparations for Black Americans, the people whose Ancestors built this state and country: The American Freedmen.
The notion that the same Reparations advocates who he sat next to and praised for their work in 2020 during the signing of the bill to create the California Reparations Task Force (AB-3121) and who had been meeting regularly with his office during the 2024 legislative cycle are somehow to blame for the actions of his administration and those he controls within the California Legislative Black Caucus (CLBC) is not only false, it is dangerous and a distraction.
The suggestion that these same Reparations advocates need to apologize for actions they were not responsible for nor condoned harkens back to a tired, well-worn tactic typically and traditionally used by Anti-Black American racists who fan the flames of division in an attempt to marginalize advocates and repress speech they find politically inconvenient.
As grassroots Reparations activists from the Coalition for a Just and Equitable California (CJEC), the Lineage Equity Advancement Project (LEAP), the American Redress Coalition of California (ARCC), Emend the Mass Media Group (ETM Media Group), and the California Black Lineage Society (CBLS), we worked closely with Senator Steven Bradford on SB-1403 and SB-1331 and met multiple times with every member of the CLBC on these historic measures, this year and late last year, including multiple meetings with Newsomโs office during the final 2 weeks leading up the events of last Saturday.
Throughout the billsโ journey in the Senate and Assembly, the California Democratic Caucus, including the entire CLBC, fully supported the legislation, with every CLBC member co-authoring and even praising both bills as recently as June of 2024. CLBC members never expressed any concerns with the legislation. Never. Not once. It was not until the final days of the legislative session that any concerns were raised by Newsomโs office. It was only after Newsomโs office expressed concerns that CLBC members began to express concerns, echoing and parroting the thoughts of the administration, instead of the people they were elected to serve.
Importantly, #SB1050, another one of Senator Bradfordโs bills, which seeks to provide restitution for land and property stolen from Black American families in California, was passed by the legislature and now sits on Newsomโs desk. However, SB-1050 cannot be effectively implemented, nor considered any form of Reparations for Black Americans without establishing the California American Freedmen Affairs Agency contained within SB-1403, which the bill depended on for implementation.
Without the agency identified in SB-1403, which the administration sought to gut and ultimately helped derail, SB-1050โs goals cannot be fully realized, leaving many families without the justice they deserve. The betrayal felt by these Black American Californians, as well as those who watched the state Assembly deny Black Americans access to public spaces and apparently violate their own rules to remove SB-1403 and SB-1331 from the agenda, cannot be overstated.
We must also address Governor Newsomโs insinuation that our peaceful advocacy carried the threat of violence. Not one person was arrested or injured during the protests. If CLBC members were the subject of online or real-world threats against their person or property by members of the public, they need to deal with those who made those threats directly, not smear advocates exercising their rights. This is another cowardly attempt to suppress our advocacy. It will not work. Such rhetoric echoes a dark history of delegitimizing Black voices. The world is witness to Governor Newsom and the CLBCโs failures. As a result, Californiaโs commitment to justice is now in question.
