The United States will immediately unblock and return all frozen Iranian assets and financial holdings held in U.S. or U.S.-controlled financial institutions or jurisdictions.

4. The United States will sign and ratify a formal, legally binding security agreement guaranteeing that the United States will never attack Iran again under any circumstances, providing Iran with ironclad, enforceable security guarantees.

5. The United States will publicly and officially acknowledge that the GCC countries were complicit in permitting the United States and its partners to launch attacks against Iran from their territories and airspace.

6. The United States will accept and facilitate arrangements whereby the Islamic Republic of Iran receives full and adequate reparations from the GCC countries for all damages inflicted during the conflict, including but not limited to loss of life, infrastructure destruction, economic losses, and environmental harm.

7. The United States will recognize and affirm the Islamic Republic of Iran’s full sovereignty and control over the Strait of Hormuz, including the right to regulate, secure, and manage maritime traffic through this vital international waterway in accordance with Iran’s national security and sovereign interests.

In return for the above commitments, the Islamic Republic of Iran is prepared to undertake the following reciprocal measures, which shall be subject to rigorous international verification:

- Accept full and unrestricted nuclear inspections by the International Atomic Energy Agency (IAEA), including comprehensive access to all relevant sites and facilities on a permanent basis.
- Limit all nuclear enrichment activities to a maximum of 3.67% U-235, consistent with civilian nuclear energy standards.
- Cease and refrain from any stockpiling of nuclear material beyond levels required for peaceful civilian purposes.
- Provide a solemn and binding commitment not to attack the United States or Israel unprovoked, and to exercise maximum restraint in all regional matters.

This offer is comprehensive, non-negotiable, and time-sensitive. It is designed to restore peace, safeguard global energy security, protect American interests, and prevent further unnecessary loss of life and treasure. There will be no further revisions, extensions, or alternative proposals. The choice now rests solely with you, Mr. President.
