This is a textbook category error. A constitutionally defined pardon power is not evidence that the rule of law is absent.

@sabeer's rule of law point relates to whether the government itself is constrained by law, the law is applied uniformly, courts are independent, and those in power are held to account.

Pointing to presidential pardons to answer that question isn't a rebuttal. It’s a dodge.
