On the morning of July 30, 2025, military attachés from 13 countries conducted an inspection of the ceasefire zone in the An Ses area of Preah Vihear province, located within the sovereign territory of the Kingdom of Cambodia. This area is under the full control of Cambodian forces following the official implementation of a ceasefire at midnight on July 28, 2025.
While the Cambodian military has strictly complied with the ceasefire, the Thai military has repeatedly violated it—employing deceptive tactics such as pretending to initiate handshakes, only to then apprehend Cambodian troops on the morning of July 29. Again, at 11:00 a.m. on August 4, Thai forces further violated the ceasefire by intruding into Cambodian territory, deploying machinery to clear the area, and surrounding the site—despite firm objections from the Cambodian side.
The Cambodian military has exercised the utmost restraint in response to these violations in order to maintain the ceasefire, prevent the outbreak of renewed hostilities, and seek a peaceful resolution. Cambodia continues to appeal for international involvement to help resolve the situation.
This video is a presentation by an official of the Ministry of National Defense to the 13 military attachés, serving as witnesses to the Cambodian forces’ control of the area.
Why does the Thai military continue to violate Cambodia’s territorial integrity and repeatedly breach the ceasefire?

Cambodia has strongly condemned Thailand for what it describes as a serious violation of the ceasefire agreement, following a cross-border incursion by Thai armed forces into Cambodian territory this morning.
The Thai army, accompanied by heavy machinery such as excavators, entered An Ses area in Preah Vihear and other locations in Cambodia’s sovereign territory about 11 a.m today to lay barbed wire despite strong objections from Cambodia forces, said Defense Ministry spokesperson.
The Thai side reversed its decision to release 18 captured Cambodian soldiers after initially postponing. The Thai military clarified they are considered Prisoners of War and will be repatriated only once the armed conflict fully ends—not just after a ceasefire.
Those locations were recently arranged for a visit by foreign military attachés on July 31, 2025, clearly demonstrating that these areas are part of Cambodian sovereign territory.

The Ministry of National Defense said that this action blatantly violated Cambodian sovereignty and the ceasefire agreement.

The Cambodian government is seeking assistance from the International Committee of the Red Cross (ICRC) to help secure the release of 18 soldiers currently detained by Thailand, Senate President Hun Sen announced on August 4.

Thailand Cannot Hide the Truth: The World Saw Its Bombs Fall on Cambodia
The recent armed aggression by the Thai military against the Kingdom of Cambodia is not just an assault on our territorial sovereignty — it is an assault on truth itself. While the people of Oddar Meanchey continue to count the cost of Thai airstrikes, Bangkok dares to deny what the world already knows: Thai aircraft dropped bombs, including the deadly MK-84, on Cambodian soil.

I would like to inform the public, as well as national and international journalists, of the following:
At 11 a.m. this morning, Thai armed forces, accompanied by heavy machinery such as excavators, entered An Ses area within Cambodian sovereign territory, and even laid barbed wire, despite strong objections from our forces. It is also worth noting that Cambodia recently arranged a visit by foreign military attachés to those locations on July 31, 2025, clearly demonstrating that these areas are part of Cambodian sovereign territory. This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region. Cambodia calls on the international community — particularly partner countries that have worked tirelessly to help achieve this hard-won ceasefire and wish to see it fully and effectively implemented — to demand that Thailand immediately stop its aggressive actions and strictly respect international law, especially Cambodia’s sovereignty and territorial integrity.
