The Article 15 submission calls on the ICC Prosecutor to investigate a chain of responsibility extending from senior political officials who designed the policy and officials who issued binding directives, to the military commanders, medical professionals, and professional bodies that implemented or legitimized the system.
Those identified include former Ministers of Health Moshe Arbel and Uriel Buso, IMA President Professor Zion Hagay, IMA Chief Executive Officer Advocate Leah Wapner, and IMA Ethics Board Chair Dr. Yosef Walfisch, among others named in the communication.
Meanwhile, the IMA is at the World Medical Association (WMA) General Assembly in Rotterdam, the Netherlands, where delegates are debating medical ethics. It represents over 90% of Israeli physicians—including doctors who served at Sde Teiman—and its leadership holds positions within the WMA itself.

• Over 700 Palestinians killed in the West Bank, alongside relentless ethnic cleansing, land confiscation, and the destruction of refugee camps.
• Systematic destruction of Jerusalem: Hundreds of home demolitions, forced displacements, and continuous raids on holy sites.
• War on international aid: Over 220 UNRWA staff killed, humanitarians targeted—including World Central Kitchen workers—and systematic starvation used as a weapon of war.

Air France transported military materiel to Tel Aviv on flight AF966 on 8 July, despite sustained pressure from French civil society. It must not be permitted to do so again.
On Thursday 8 October, flight AF966 is scheduled to carry French-made military equipment from Paris to Tel Aviv — destined for Elbit Systems, Israel's largest military company and the largest supplier of its military throughout its ongoing genocide against 2.3 million Palestinians in Gaza.
This time, Air France will not be able to say it was not warned.
