In a 6–3 decision authored by Justice Clarence Thomas, the court held that immigration officials do not need to present “clear and convincing evidence” that a lawful permanent resident committed a crime involving moral turpitude before treating the individual as an applicant for admission rather than as an already-admitted resident. 

To dumb it down…

Say… a green card holder flies back to the U.S. after a trip. If a Customs officers think he committed a serious crime (like theft or fraud) while abroad.

Before the ruling:
Officials needed strong “clear and convincing” proof of the crime before they could treat him like a new immigrant (making it much harder for him to stay).

After this ruling:
They can now treat him like a new immigrant with much weaker evidence — just reasonable suspicion is often enough.

It makes it much Easier for the government to block or deport him at the border.
