They are doing it to disrupt civilian lives as much as possible. Also it’s good for their “Russia is burning and Ukraine is winning” PR campaigns.
There’s not much that Russia can do regarding these drone strikes.. the only thing I can think of would be bombing European ports, trains and other logistic hubs that carry the weapons but we know that as of now Russia will not do so.
