Delivered 🇮🇳’s national statement at the SCO Council of Heads of Government meeting today morning in Islamabad.
SCO needs to be able and adept at responding to challenges facing us in a turbulent world. In this context, highlighted that:
➡️ SCO’s primary goal of combatting terrorism, separatism and extremism is even more crucial in current times. It requires honest conversation, trust, good neighborliness and reaffirming commitment to SCO Charter. SCO needs to be firm and uncompromising in countering the ‘three evils’.
➡️ Globalization and rebalancing are current day realities. There’s need for SCO countries to take this forward.
➡️ Cooperation must be based on mutual respect and sovereign equality, recognize territorial integrity and sovereignty and be built on genuine partnerships, not unilateral agendas. SCO cannot progress if we cherry-pick global practices, especially of trade and transit.
➡️ Industrial cooperation can enhance competitiveness and expand labour markets. MSME collaboration, collaborative connectivity, environmental protection and climate action are possible avenues. Whether it is health, food or energy security, we are clearly better off working together.
➡️ Indian initiatives and endeavors like DPI, women-led development, ISA, CDRI, Mission LiFE, GBA, Yoga, Millets, International Big Cat Alliance etc. hold strong relevance for the SCO.
➡️ SCO should lead advocating that global institutions need to keep pace through reformed multilateralism to make UNSC more representative, inclusive, transparent, efficient, effective, democratic and accountable.
To renew our resolve to attain the objectives of the SCO, it is essential that we keep in mind mutuality of interests and abide by the do’s and don’ts of the Charter.
SCO represents the forces of change on whom much of the world puts great store. Let us live up to that responsibility.
A productive meeting of the SCO Council of Heads of Government concluded in Islamabad today.
Signed eight outcome documents. India made a positive and constructive contribution to the deliberations.
8 key takeaways from the Indian perspective:
➡️ Developing a dialogue on the idea of One Earth, One Family, One Future.
➡️ Outcomes of 🇮🇳 initiatives like SCO Startup Forum, SWG on Startups and Innovation and Traditional Medicine welcomed by SCO members.
➡️ DPI & Digital inclusion becoming part of SCO cooperation framework.
➡️ SCO taking inspiration from Mission LiFE to achieving UNSDGs.
➡️ Enhancing global food security and nutrition through promoting use of climate-resilient and nutritious grains such as millets.
➡️ Upholding fair and balanced connectivity projects in accordance with international law, the goals and principles of the UN Charter and SCO Charter.
➡️ Reemphasizing rules-based, non-discriminatory, open, fair, inclusive and transparent multilateral trading system with WTO at its core.
➡️ Opposing protectionist actions, unilateral sanctions, and trade restrictions that undermine the multilateral trading system and impede global sustainable development.
India extends its best wishes to Russia as it takes over the SCO CHG Presidency.

#WATCH | When asked about the outcomes of SCO summit, External Affairs Minister Dr S Jaishankar says, " Overall my take is a good one, both from the point of view of SCO as an organisation and perceptive of India. Iran joined the meeting...Belarus joined the meeting...we also had an SCO+ meeting for the first time...we had some solid outcomes...one is we got a very strong position from SCO on the whole challenge of terrorism...primary purpose of SCO was to combat terrorism and extremism. We got an endorsement today, very explicitly, combating terrorism in all forms...including cross-border terrorism, terror financing...we got a program of cooperation... the second set of outcomes is, anti-drug strategy, SCO is setting up an illegal narcotics countering centre in Tajikistan...we agreed on cooperating on energy, environment..."

Addressed the 22nd session of the Council of Heads of Government of SCO at Bishkek today.
Highlighted that:
1️⃣ India shares deep civilizational ties with the people of this region. The continuous movement of goods, ideas and people traversing the region has left indelible imprints on our customs, traditions, language and cuisine. These historical relationships should now create a template for greater economic cooperation.
2️⃣ SCO should work together to promote stability and prosperity in the region by strictly adhering to the principles of international law, respecting sovereignty and territorial integrity of each other and encouraging economic cooperation. In this context, the centrality of the interests of Central Asian states plays a key role. India is keen to partner with the Member States for sustainable, mutually beneficial and financially viable solutions.
3️⃣ India is among the top 10 exporters in the world by value. Our total trade with SCO Members has shown robust growth, especially with Russia. It has grown in the last year by 20%, moving from US$ 140 billion to about US$170 billion. This has the potential to increase manifold. As cross border e-commerce grows, we also need to collectively ensure equitable competition between large and small sellers and develop reliable consumer protection mechanisms.
4️⃣ To improve trade within the region, we need robust connectivity and infrastructure. Such initiatives should respect sovereignty and territorial integrity of all countries. The Global South should not be saddled with unviable debt arising from opaque initiatives. The India-Middle East-Europe Economic Corridor (IMEC) and the International North South Transport Corridor (INSTC) could become prosperity enablers.
5️⃣ During its presidency, India focused on five new verticals of cooperation- Startups and Innovation, Traditional Medicine, Science and Technology, Youth Empowerment and Shared Buddhist Heritage. The response received highlighted the relevance of the chosen themes.
6️⃣ We adopted a Statement on Cooperation in Digital Transformation and we have also institutionalized a Special Working Group on Startups and Innovation. India is also hosting SCO Startup Forum on a regular basis.
7️⃣ India also takes satisfaction in organizing events on ‘New and Emerging Fuels’ and ‘Energy Modelling & Forecasting’ during its presidency.
