TMPD Deputy Chief Revo Spies Tells Madlanga Commission R60 Million Paid to Gubis85 for Work Not Done
A senior official in the Tshwane Metro Police Department has told the Madlanga Commission of Inquiry that nearly R60 million in public funds was paid to a private security company for work that may never have been done.
Deputy Chief Revo Spies, who oversees asset protection and previously served as Ekurhuleni Metro Police Department Chief, revealed explosive details about payments made to Gubis85 Solutions during his testimony on Tuesday.
Spies told the Commission that the company received R59,133,986.32 in the 2024 to 2025 financial year through ad hoc purchase orders, raising serious concerns about possible favouritism and manipulation within a broader R2.9 billion tender.
Gubis85, owned by Calvin Mahlangu and Precious Magubane, was one of 22 companies appointed in March 2022 to guard municipal infrastructure. The contract, initially set to end in February 2025, has since been extended to June 2026.
According to Spies, the company stood out as the highest earner under urgent deployments, at times being assigned to as many as 37 sites in a single month.
He described the scale of these deployments as illogical and disproportionate, particularly noting that a large volume of work originated from the water and sanitation department while other approved service providers received significantly less.
Gubis85 is one of three companies, alongside Izingwenya 210 Solutions and Triotic Protection Service, allegedly linked to a broader network of tender manipulation involving Sergeant Fannie Nkosi from the Gauteng Organised Crime Unit.
The Commission heard that WhatsApp messages appear to link Nkosi with Tshwane Chief Financial Officer Gareth Mnisi and TMPD Deputy Commissioner Umashi Dlamini in coordinating purchase orders.
Further testimony suggested that political figures may have been drawn into discussions around the tender. Messages presented at the Commission indicated that certain members of ActionSA and the EFF were allegedly connected to the process.
During earlier proceedings, Nkosi testified that a list of preferred companies was compiled, allegedly linked to political channels. EFF leader Julius Malema, referred to in messages as CIC Juju, has since denied any involvement.
Spies also raised concerns about internal governance failures, stating that junior officials appeared to issue instructions beyond their authority and that some purchase orders were registered after the fact.
He warned that the ad hoc procurement system may have been abused, potentially benefiting individuals or networks rather than serving legitimate municipal needs.
The Madlanga Commission continues to hear evidence as it investigates alleged corruption and irregularities linked to multi billion rand security tenders within the Tshwane Metro.
